TARC Inc. is hiring a Procurement Manager at TARC Industries. The person in this position will:

Actively build Secure and maintain quality and profitable contract work that provides work training for community employment and/or employment where individuals can earn a competitive wage.

Work in conjunction with the TARC Industries production team. Be a member of a TEAM that confidently and competently supports one another.

Actively build relationships with local, regional, national, and international businesses and governmental agencies to secure suitable and profitable contract work for TARC Industries.

Collect bidding information for newly developed contract proposals. Provide product samples and complete bidding process in accordance with TARC Industries bidding procedures.

Develop and maintain customer base for all contracting initiatives provided by TARC Industries. Evolve and expand existing customer base by providing superior sales service.

Successful candidate will possess the following skills:

  • High school Diploma or equivalent plus three years college or specialized training in sales and/or marketing or a related field.
  • Bachelor’s Degree in Marketing or Business preferred.
  • Four or more years work experience in marketing or related field required.
  • Experience with non-profit agencies desirable.

POSITION: TARC Industries Procurement Manager

JOB OBJECTIVE: Secure and maintain long term, quality, profitable contract work that provides work training for community employment and/or employment where individuals can earn a competitive wage. Work in conjunction with the TARC Industries production team.  Be a member of a TEAM that confidently and competently supports one another.

IMMEDIATE SUPERVISOR: TIES Operations Manager

RESPONSIBILITIES:

I. CONTRACT WITH BUSINESSES

A. Sub-Contract Work

  1. Actively pursue local, regional, national, and international businesses and governmental agencies to secure suitable and profitable contract work for TARC industries.
  2. Initiate opportunities to present educational programs to local civic and business organizations about TARC Industries.
  3. Maintain professional working relationships with all contractors and subcontractors.

B. Prime Manufactured Products

  1. Work with the Production Team in the development of prime manufactured products or opportunities.
  2. Develop strategies and goals for the development and growth of the TARC Industries Document Destruction, Mailing, and Printing.

C. Sales

  1. Develop customer base for all contracting initiatives provided by TARC Industries. Maintain existing customer base by providing superior sales service.
  2. Provide customer specific support for all customers of TARC Industries.
  3. Provide direction and support to the Production team on specific customer demands and needs.
  4. Provide Director with on-going information related to potential contracts and work opportunities.
  5. Provide long-term follow up services to customers as needed.
  6. Develop on-going goals and strategies for the development of sub-contract, document destruction, mailing, and printing growth.

II. CONTRACT DEVELOPMENT/BIDDING

  1. Assess the feasibility and profitability of potential contracts.
  2. Analyze contract requirements.
  3. Collect bidding information for newly developed contract proposals. Provide product samples and complete bidding process in accordance with TARC Industries bidding procedures.
  4. Present contract opportunities to the Production team.
  5. Secure incoming contract work to meet or exceed the annual projected budget for TARC Industries.
  6. Coordinate with the TIES Operations Manager incoming contract work, deadlines and quality standards.

III. CONTRACT WORK PERFORMED OUTSIDE THE AGENCY-AS NEEDED 

*This section is only utilized when a contract requires sub-contracting.

  1. Write contract agreements for work to be sub-contracted to outside agencies. This agreement will contain quality, quantity, insurance requirements and the financial responsibilities of the subcontractor for the contract work.
  2. Coordinate with TIES Operations Manager raw quantities to be shipped and the delivery of completed products.
  3. Coordinate with subcontractors to ensure TARC’s Quality Control Program standards are met on all subcontracted work.
  4. Meet with subcontractor to review subcontract requirements and obtain signed copy of contract agreement.
  5. Develop and maintain a list of subcontractors who can perform contract work outside of TARC Industries.

IV. MARKETING

  1. Prepare monthly reports for the Production team outlining area contracts, possible future contracts and current list of works in progress.
  2. Work with the Development Division to develop marketing tools and promotions that will promote the growth of TARC Industries.
  3. Ensure the continued marketing of the Document Destruction, Mailing, and Printing businesses.

V. OTHER DUTIES

  1. Maintain document destruction schedule, in cooperation with Production Team Members. Add, change and communicate updates with customers as needed.
  2. Assist with printing, design and mailing programs. Work in conjunction with team members to ensure customer requirements are met.

QUALIFICATIONS:  Person of good character who is mentally and physically able to conduct oneself in a responsible manner in carrying out the job for which they are employed.

EDUCATION:  High School Diploma or equivalent plus three (3) years college or specialized training in a related field.  Bachelor’s Degree in Marketing or Business preferred.

EXPERIENCE:  Required up to four (4) years of marketing experience or experience in a related field. Experience with non-profit agencies desirable.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Work is normally performed in a production/warehouse setting or in community business locations.
  • Routine job responsibilities include frequent physical intervention (i.e. assisted or unassisted lifting)
  • Must be able to lift up to 50 lbs. unassisted.

OTHER REQUIRMENTS: 

  1. Must have and maintain a Kansas Drivers License.
  2. Must maintain eligibility for TARC’s standard insurance policy.
  3. Must possess good writing, math, and verbal skills.
  4. Must possess good computer skills.
  5. Must be able to exercise good judgment and discretion in handling confidential information.
  6. Must have access to reliable personal transportation for the purpose of conducting TARC business. Employee will be responsible for completing personal mileage reimbursement.
  7. Must be able to exercise good judgement and discretion in handling confidential information.
