I. ASSOCIATION:
A. Collaborate with the Boards of Directors and Leadership Team to formulate and advance the organization’s mission and vision. Build organizational alignment, develop strategic goals, and ensure continuous improvement in service and execution.
B. Provide effective leadership and communication with Boards and employees, fostering cooperation, communication, continued integration and recognition for others’ accomplishments.
C. Represent TARC as liaison to local, state, and national organizations as an effective, positive leader in the community.
II. ADMINISTRATIVE:
A. In conjunction with the Board of Directors and the Leadership Team, formulate Strategic Plans, annual financial budgets, and overall operating policy. The Executive Director is responsible for the effective execution of the plan, budget, and policy.
B. Delegate appropriate responsibility to Leadership Team members for implementation of the strategic plan. Ensure members of the team manage responsibilities timely, effectively and within budget.
C. Set high standards of quality for the organization’s programs. Collaborate with the Leadership Team to develop and implement plans for the operational infrastructure of systems, processes, programs, and personnel designed to accommodate the strategic plan objectives.
III. RELATIONSHIP WITH THE BOARD OF DIRECTORS:
A. Serve as a member of the Operating Board of Directors and the Foundation Board of Directors.
B. Develop and maintain a strong working relationship with the Boards of Directors. Establish credibility throughout the organization and with the Boards as an effective developer of solutions to business challenges.
C. Provide information and bring to the Board’s attention matters requiring financial (budget) and/or policy decision clarification and revision. Raise issues and questions and provide adequate information to the Board for the purpose of governance and direction.
D. Assemble data required in connection with the written agenda for each Board meeting and report to the Board on progress/activities of the Leadership Team.
IV. RELATIONSHIP WITH STAFF:
A. Maintain openness and visibility with employees, volunteers and people supported.
B. Provide leadership and management to ensure the Mission and Vision and Core Values of the organization are put into practice.
C. Motivate and lead a high-performance Leadership Team. Attract, recruit, and retain required members of the Team and provide mentoring as a cornerstone to the management career development program.
D. Foster a success-oriented, accountable environment within the organization.
E. Delegate appropriate responsibilities and authority to members of the Leadership Team that facilitate the effective and efficient operation of the organization.
V. ADVOCACY:
A. Serve as a vocal advocate for the rights, inclusion, and dignity of individuals with intellectual and developmental disabilities at the local, state, and national levels.
B. Engage in legislative and policy discussions to influence positive systemic change and ensure the protection and expansion of services and supports for the people TARC serves.
VI. PUBLIC RELATIONS:
A. Assume leadership for increasing public awareness and understanding of people with intellectual developmental disabilities. Maintain a positive professional reputation in the community and be a good ambassador for the organization.
B. Remain knowledgeable about the public policy dimension of the organization’s work and provide strong advocacy for the organization’s interests.
C. Cultivate, promote, and maintain effective working relationships with community and business leaders, constituents, public officials, allied organizations and agencies, relevant professional organizations, potential funders, and other such personnel involved in direct, related, or indirect services to persons with intellectual and developmental disabilities.
D. Assist and participate in promotion of state and local community program development and planning on behalf of people with intellectual and developmental disabilities.
E. Actively participate in public events, networking functions, and community gatherings to represent TARC, build relationships, and strengthen the organization’s visibility and connections.
VII. FUND RAISING AND RESOURCE DEVELOPMENT:
A. Seek out opportunities for new funding and resources available to TARC.
B. Work in concert with the TARC Operating Board, the TARC Foundation Board, the Development Director, and the Development Committee to implement fund raising and financial development strategies.
VIII. COMPLIANCE AND RISK MANAGEMENT:
A. Maintain up-to-date knowledge of regulatory requirements affecting TARC, and ensure the organization and its Boards remain in full compliance with all applicable local, state, and federal laws and regulations.
B. Ensure that all necessary organizational licenses, certifications, and accreditations are maintained in good standing, including timely renewals and adherence to governing agency standards.
IX. OTHER DUTIES AS ASSIGNED

Must demonstrate good character and sound judgment and be mentally and physically capable of performing the responsibilities of the role in a professional and responsible manner.
